UNHCR’s Innovation Service aims to create an enabling environment for innovation to flourish in UNHCR by equipping staff with the knowledge, resources, and skills they need to use innovation as a tool to solve challenges.
The Innovation Service facilitates creative problem-solving alongside colleagues, partners, and refugees, generating new and needed, multi-disciplinary approaches that benefit displaced communities and the Organization.
All team members are expected to be able to work on a range of projects in a collaborative manner regardless of subject area and geographic location (HQ, Multi-Country or Country Office). At times this means working directly with the High Commissioner¿s team, at other times with the Division of Human Resources, with a remote field operation in an emergency, or in a CRRF operation. As such, the incumbent is experienced in using innovation processes and methodologies through which to innovate, on a wide-range of challenges faced by refugees, UNHCR staff, and partner staff, agnostic of subject area.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
-- Lead and contribute to innovation projects and programmes (both within the service and at organizational level), including research, design, planning, coordination, implementation and monitoring functions as and when requested/appropriate.
-- Support UNHCR colleagues in identifying pressing challenges in their context and co-develop novel and creative solutions by drawing on a broad range of innovation approaches, frameworks and methods.
-- Cultivate and manage diverse strategic relationships with both UNHCR and external partners, including consultants, donors and subject matter experts, academia, civil society and private sector organisations.
-- Proactively solicit and exchange views and methods, ensuring that relevant and promising lessons learned are incorporated from broader ecosystems into UNHCR¿s work.
-- Support fundraising opportunities for project partners or UNHCR field operations, either through the application and management of a fund or supporting projects managed by innovation fund opportunities.
-- Work with strategic communications, designers and writers to develop and produce compelling written and visual material to advance the goals of the Innovation Service.
-- Promote and support a culture of innovation, learning, risk-taking, diversity and inclusion within operations, teams and across portfolios.
-- Remain up-to-date on new innovations, approaches and technologies, particularly those that could be potentially applied to the humanitarian sector and/or forced displacement settings.
-- Document and share insights on innovation in UNHCR as a way of strengthening the Innovation Service¿s work and building internal credibility for innovation as a respected source of good ideas and tested approaches.
-- Facilitate dialogues and workshops to make innovation accessible to UNHCR peers by guiding them through problem exploration, solution design and experimentation.
-- Ensure that Age, Gender and Diversity (AGD) sensitive analyses, rights and community-based approaches inform human-centred design processes.
-- Apply relevant research, evidence and data-driven decision making to support UNHCR and Partners in the improvement of services and programmes, as well as innovative approaches through assisting in documenting, codifying and disseminating key programme processes and lessons learned.

Essential:
Experience of forging and/or maintaining partnerships and collaborative working methods, simultaneously with a range of stakeholders, including private sector entities, donor governments, civil society, communities of concern, INGO, NNGO, and other UN entities. Experience applying innovation and/or innovative methodologies in forced displacement contexts. Significant experience of providing support to a range of operations through capacity building around scale, evidence building and provision of guidance and creation of tools. Experience managing budgets for innovation activities, including experimentation. Experience delivering training, and knowledge transfer to partners and UNHCR staff. Experience working in organisations with multi-year planning processes, such as development agencies, whether governmental, UN, or other.

Desired Candidate Profile

Remuneration:

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Nature of Position:
UNHCR’s Innovation Service goal is to create an enabling environment for innovation to flourish in UNHCR. We equip staff with the knowledge, resources, and skills to ensure that they can create value for people forced to flee with novel ideas. To do so the service has developed 4 key thematic programmes: Environment and Resilience, Big Data and AI, Digital Inclusion and Refugee led Innovation. These programmes are complemented by a learning & capacity building workstream, developed in collaboration with UNHCR Global Learning and Development Center (GLDC), which includes a one year long mentoring and learning Innovation fellowship programme to build the knowledge and capacity of UNHCR workforce on Innovation processes and methodologies. Over the course of fellowship, Innovation Fellows learn and use innovation methods, tools, and embed new approaches in projects. They focus on problem-solving, ideation, and experimenting solutions to real-life challenges in the field or at Headquarters.
The Innovation Service is looking for a qualified Innovation Officer -- Learning to lead the Innovation learning and capacity building workstream of the Innovation Service. The ideal candidate will train UNHCR workforce on how to use Design Thinking for innovation, develop and deliver training courses, coach teams, and facilitate both online and face to face workshops. The candidate will be hands-on designing new learning experiences for UNHRC colleagues, making this role perfect for someone who enjoys both teaching and doing.
The position focuses on:
• Lead on the design, planning and delivery of all innovation learning initiatives/training including the innovation followship programme and the four thematic programmes metioed above. This includes conceiving and delivering Innovation training, content modules, activities, templates, and other supporting materials/tools. Planning and developing innovation courses, facilitate workshops, coach project teams, and provide hands on advice.
• Develop, maintain, and grow the library of course materials on Innovation.
• Staying up to date with innovation methodologies, best practices, and frameworks.
• Working closely with GLDC to identify new course opportunities and develop the portfolio of innovation courses.
• Liaise with key internal and external key stakeholders to build a strong networks and strategic partnerships around the Innovation Fellowship program and beyond (including with existing donors and external collaborators such as universities, NOG’s private sector and UN entities).
• Manage and monitor budget for the Innovation Fellowship program and other Innovation learning activities.
• Broaden innovation learning portfolio with a view to making innovation as accessible as possible to all staff, including Senior Management.
• Acts as a primary contact and resource in innovation learning (methods, tools, and approaches) for the Service.
• Within GLDC support LDS and other Sections/Units to build and manage their innovation processes, act as an innovation resource person and, generally, work on mainstreaming innovation in GLDC.
Living and Working Conditions:
As previously noted, the position is based at the GSC in Budapest, which hosts a large UNHCR workforce of varied functions. Budapest, as the capital of Hungary, has very good infrastructure, health, education, banking, and recreational facilities. Budapest is H category duty station. There are no specific persistent security concerns. However, staff members need to take responsibility for their own personal and residential security at all times.
As monitored and reported by various UN, European as well as Hungarian organizations, the human rights policies of the current national government in Hungary might, however, not be adequately protective of the rights of all. Accordingly, UNHCR will undertake any feasible interventions to support its personnel and their dependents, including those of varied backgrounds, orientations and abilities, in order to protect and accommodate a diverse and inclusive UNHCR workforce.
